http://www.cpujunky.com/snesgamez/
http://trespassing.cc/ has tons of gba roms
Go to edgeemu.com by far the BEST site for ROMs out there minus GBA roms for who knows why, but they have full list of thousands for many many systems and consoles and they include current version of underground translated roms (ie Seiken Densetsu 3, etc) Join the site for access, it's free and totally worth it. I get all my roms there. You'll need EZ 7z to decompress some of the files most likely. Enjoy.
If you need emulators go to Emuscene.com. Also worth joining and is a good community much like this one and it's mac only Or try zophar.net it's a wonderful resource houseing emulators across all operating systems for everything thinkable.
